Introduction


In 2007, career criminal Jose "Maldito" Cortez was released from Los Santos Prison. During his time served, he had become an affiliate member of the Mexican Mafia prison gang. Upon release, he founded the Los Locotes 13, which has since then held almost uninterrupted control over El Corona, Unity, and south-west Idlewood. Cortez's main lieutenant has been Felipe "Lipe" Alvarez, who took over as the gang's shot caller after Cortez was arrested in early 2008. Alvarez, whose multiple prison stints have caused his leadership to wax between periods of release, has given the reigns over to several other individuals throughout his career depending on factors related to his incarceration.

Alvarez's Lieutenant, Mario "Grifo" Deradoz, was involved in a power struggle with Alvarez following Cortez's succession from 2008 to 2009. During this period of time, the gang branched off and a new set, led by veteran gang member Roque Cadero, was established in Las Colinas under the name Hillside Locotes. The Hillside Locotes had a short run, as Cadero came into constant conflict with Alvarez and Deradoz, and was removed from leadership, his set disbanded and its soldiers brought back to El Corona.

In 2010, the gang was handed over to Deradoz, who again split the gang into two factions, but this time kept both crews in close proximity to his sphere of influence. The El Corona Gangsters, led by Enrique "Rique" Fortuna, occupied El Corona, while the Unity Varrio Cyclones, led by Ramon "Rage" Torres, held Unity and Unity Station. This organizational structure lasted until late 2010, when a massive police operation swept across both crews, severely limiting their criminal activity. At this point in time, Deradoz went on the run from police, and was a fugitive for several weeks until his capture by a U.S. Marshals task force.

Deradoz's arrest (Deradoz was sentenced to a term of life without possibility of parole for several murder and drug trafficking charges) coincided with Alvarez's release, who disbanded both crews and reorganized them back into one gang, which went under the new name Southside Locotes 13, and was led by Alvarez, with Fortuna as his immediate lieutenant. Torres was, at this time, serving a lengthy term in prison. The gang had a long period of membership growth which eventually necessitated another division. Alvarez divided the gang up into the Dead End Clique, which he personally oversaw with Fortuna, and the Flats Clique, which was run by Chico "Grim" Vargas and Rico "Ink" Loera.

It was at this point that the gang focused its activities in narcotics sales in order to regain the gang's financial loss as a result of the law enforcement sweep. By 2011, Fortuna had established another crew at the Going Gas station in Idlewood, under the leadership of Enrique "Zimo" Reyes and Edgar "Ed" Hernandez, for the sole purpose of hand-to-hand drug transactions. Alvarez stepped back from direct oversight of the gang in order to spend time with his newborn son, and Fortuna became the de facto street boss, with Alvarez only making important gang decisions. The high level of narcotics traffic led to a high level of violence in order to assert control over the regional drug market, which in turn led to a high level of police intervention.

The first attempt at striking back by law enforcement was the targeting of the gang's income source. Key figures of the Going Gas crew were arrested and several stash houses were raided. During this operation, Fortuna and Alvarez were arrested and charged with several minor offenses, but were released after only a short time. The next blow came in mid-2011, when several murder charges were brought against the gang's leadership tier, leading to the lifetime incarcerations of Fortuna and his lieutenants, as well as the sweeping arrests of the majority of the gang's membership. A gang injunction was placed on their activities, which furthered their demise.

After a period of several months where there was almost no gang activity in the area, law enforcement eventually released its hold on the area, with the seeming victory of the gang's destruction. At this time, leadership transitioned to Rafael "Travieso" Colonia, who fought a brief war with rival Hispanic gangs over the gang's territory, which new gangs were trying to seize, and regained power over the area. They began to start up their narcotics distribution network, which Colonia kept small non-encroaching, in order to avoid police and rival gang attention.

The gang then had a long period of violence with the rival Harlow Street Mafia street gang over the Going Gas drug corner, which was competed over by several key underworld figures as a prime spot in the Los Santos drug trade. It eventually resulted in the gang's loss, who retreated back to El Corona and formed back under the leadership of Alvarez, who was released from prison and resumed his control of the gang. His chief lieutenant Eddie Ochoa has since then taken control of the organisation at a street level, with Alvarez acting very much as a 'behind-the-scenes' member. Under Ochoa, although undeniably a feared organisation throughout the city, the Locotes has grown too fast in recent months for any leading member to be able to control effectively.

Tasks for the Gang & Narcotics Division
  • Surveillance of all known members and associates as well as all known gathering spots
  • Disrupt the flow of narcotics/firearms within the gang to cut off any illegal source of income
  • Investigate apparent links to human trafficking of young females
  • Collection of evidence for a 'takedown' if negotiation and repeated warnings have no effect
  • The recruitment of confidential informants when the opportunity presents itself

Hierarchy
  • Jefe: The overall leader of the organization, typically a member who is both widely feared and respected by his underlings, as well as having a wealth of experience. All important decisions will be made by the Jefe, and as such, should be one of the most prominent targets when it comes to gathering evidence.
  • Shotcaller: 2nd-in-Command, reports directly to the Jefe and generally acts as the 'eyes and ears' of the leader on a street-level with the assistance of Captains. Like the Jefe, Shotcallers often have notorious reputations and unwavering loyalty to their cause.
  • Captain: Acts as a senior street-level overseer and acts very much as a 'hands-on' member. It is believed that the 'on ground' criminal activities are directed by a Captain, such as controlling a 'drug corner' or orchestrating important murders and kidnappings.
  • Lieutenant: Believed to act as a 2nd-in-Command to a Captain. Can potentially be seen as the first rank involved in the administration of the organization.
  • Original Gangster: Senior street thug.
  • Soldier: A hardened member of the organization that can be seen as the first real step into the organization's "core".
  • Youngen: Having passed the initial stages, the next rank makes up the bulk of members within the organization. Drug-dealing and other small-time tasks will heavily involve the use of 'Youngens'. However, it is not uncommon for senior ranking members to oversee Youngens, as they are still very much inexperienced members.
  • Outsider: The bottom-rung of the organization. An outsider is a member who has not yet been inducted and will likely be given very menial tasks to perform as a way to gauge their potential. If trusted and assuming they demonstrate at least some competence in committing illegal activities, they'll likely be inducted into the organization.

Activities
  • Murder of both their own members (suspected as becoming an informant or acting inappropriately) and enemies (law enforcement and rival organizations).
  • Intimidation of rivals/enemies/law enforcement/informants through assault and battery.
  • Robbery (both unarmed and armed) and burglary.
  • Sale, distribution and trafficking of narcotics and firearms through a sophisticated network.
  • Links to human trafficking.

Appearance
  • Predominantly Hispanic/Latino.
  • Tattoos related to Southside Locotes 13: "SSL", "13". "X3", "TF", "TFL", "VEC", "XIII".
  • L.A. Dodgers sports clothing, Los Angeles Raiders sports clothing, Dallas Cowboys sports clothing, Houston Astros sports clothing.
  • Shaven head, XL-XXL white t-shirts, nike cortez, blue bandanas, loc sunglasses, dickies 3/4 length shorts, dickies work pants, blue-grey flannel shirts. Urban G street-wear clothing.
  • Graffiti is used to mark territory and sometimes show ones affiliation to the gang, usually as a sign of loyalty.
  • Use of gang signs that relate to the organization's initials/abbreviation.

Allies
  • Hispanic prison gang. Department of Correction officials have reported that the Locotes receive protection inside the San Andreas Correctional Facility from one of the prison's most notorious Hispanic prison gangs. It is also believed they have members operating freely within Los Santos, and as such, are suspected to be responsible for the illegal weapons facility discovered in this investigation (and would therefore likely be the organisation's chief firearms supplier).
  • Unknown Eastern-European organization: A relatively new organized crime syndicate has emerged in the Temple area that has links to a human trafficking ring. VEC/SSL member Jose Alonso is believed to be in regular contact with high-ranking members. For further information, see here (CENSORED).

Enemies
  • Uptown 424 Kilo Block (424): 424 and VEC/SSL have had a long standing rivalry that can be traced back to the origins of their histories. At the peak of their rivalries in the 2009/2010 era, it was not uncommon to have casualties reaching double figures. Even today there is evidence to suggest that large-scale brawls (with some informants suggesting that upwards of fifty gang members participate in) still occur, despite much more serious consequences from a law enforcement perspective.
  • Colonial Watts Avenue (CWA): The SSL-CWA relationship was originally a hostile one involving violence on both sides. However, in recent months, it appears a truce has taken place with CWA being able to freely enter El Corona without hostility. This link requires further investigation.
  • Brown Pride Locos (BPL): Whilst BPL were considered allies of VEC/SSL for a short period of time during what was described as a 'race war' in 2011, their overall status must very much be seen as an enemy, especially when BPL occupied an apartment complex in the Unity area. Since then, in early 2013, an off-shoot from BPL appears to have re-established itself in Glen Park and is very much viewing SSL as enemies.
  • Ryder Block Families (RBF) and Black Gangster Disciples (BGD): Given their affiliation to 424, RBF naturally participated in 424's 'war' against the Southsiders. Since the dismantling of RBF, the neighbourhood of Willowfield was claimed by BGD who regularly engage in confrontation with the Southsiders. Their main disagreement appears to be over the use of the Idlewood/Willowfield intersection. However, violence between the groups appears to have calmed with a truce being called.
  • Murdaville 516/Seville Boulevard Families (SBF). Although their confrontations with the Southsiders may not have been as notorious as other organizations, there is still believed to be a certain amount of hostility between the two organizations. However, some intelligence has indicated there may have been mutual agreements between the two crews at some point in time, perhaps indicating their relationship may have been of a 'neutral' one at some point in time. However, in their current state, a full-scale war between the two sets is active.

Definitions:
  • Narrative Report: These are intended to be for observations, standard surveillance and intelligence. They don't typically involve any charges being brought against any suspects. For instance, a narrative report might consist of surveillance photographs, new information or the identification of new members.
  • Incident Report: Usually used for an event that brings charges against a suspect or suspects and can be finished within one report. What this means is that the event requires no further investigation - for instance, a 'buy-bust' can be summarized in one report. It does not require you to go on duty multiple times in order to finish the report.
  • Investigation Report: An event that also brings charges against a suspect or suspects, but cannot be finished in one shift. For instance, if a murder was reported and no suspects were evident, then it would require further investigation to bring charges against those responsible.
  • Forwarded Incident Report: An incident report that has been submitted by an officer outside of this division.

  • Of interest was a large meeting that took place in the garden of the most south-east house on the street. It appeared that members who had not yet been inducted (including **Fortunato Barajas** and **Esteban Cruzito**) were instructed to stand outside the house, while more senior members entered the garden. The senior members included:

Senior members were stood in the garden. It's believed that the individual, yet to be identified, in the white hoodie was at this time initiated into the gang. The senior members present included:

  • In the midst of all of this, a 'lockdown' has taken place with members being instructed to perform less criminal activities and to avoid carrying firearms and narcotics.
  • Other street-gangs appear to have taken advantage of this by performing attacks on the Southsiders - The 'Cash Brothers Crew' and Glen Park Crips have been noted as being involved in shootings with the gang.

  • Four of these members of SSL travelled to Glen Park where they entered the back yard of the most eastern house on the north-west row of houses. They met with several members of the Glen Park Crips where they engaged in a brief attack (only using hand-to-hand combat).
  • Only two of the four could be identified after the incident had occurred: Austin Munoz and Rico Suliveres.

  • Whilst performing surveillance on Southside members, Detective Barnes and Detective Lavaughan were tailed by two vehicles. Five members of VEC/SSL were the occupants.
  • At the end of the alleyway, by the northern side of El Corona precinct, the suspects (only four of them are known to us; Lorenzo Sulivan, Gualterio Alvarez, Juan Maraz, Manuel Navaretto) stepped out of their vehicles, pulled out their sidearms (glocks) and began to shoot the detectives. Backup was called, but the detectives were shot-down and the suspects evaded before backup could arrive.
  • Multiple LSPD officers arrived on scene and initiated medical treatment. LSFD arrived on scene and took over treatment, successfully reviving the detectives at ASGH.
  • Detectives provided their statements shortly afterwards once they were in a fit state.

  • Anticipating an attack on the Idlewood/Willowfield intersection by SSL (due to a rival African-American street being on the corner), Detective Fitzpatrick observed the area from a surveillance spot.
  • As expected, approximately seven members of the organisation began running towards the corner. Luckily there were officers on scene to prevent any bloodshed, but the move still caused the rival gang to retreat.
  • Angelberto Auraeli appeared to be attempting to flank the African-Americans at the time of the apparent attack. He was stopped by Detective Fitzpatrick and was found with a handgun tucked into his waistband - presumably intending to use it (although this cannot be proven).
  • He was subsequently released pending investigation. Ballistic testing did not return any incriminating information from the handgun, indicating the handgun had only recentley been distributed to 'street-level'. Auraeli may therefore be in contact with an illegal firearms supplier.

  • In a rather bizarre turn of events, the suspects failed to succeed in killing any of their intended victims. The victims actually successfully defended themselves, with SBF killing all the suspects in self-defence.

  • Detective Sullivan was performing surveillance at EC.
  • A male laying on the ground (later identified as Jesus Romero) was encountered with five IC3s surrounding him.
  • When the downed male took a shot for one of the surrounding male's testacles, Christopher Valdez brandished a knife and began stabbing Jesus Romero, whilst the remaining IC3s watched him.
  • The IC3s then dispersed from the area, and Jesus was pronounced dead by EMS.

  • Felipe Alvarez was surveyed from El Corona to various locations across the eastern side of Los Santos in his Greenwood. Eventually he was spotted parking up in Los Flores and conversing with a number of Hispanic males. He was photographed entering a house in the neighbourhood belonging to a Mr. Omar Chavez.
  • He CENSORED travelled to San Fierro.
  • Alvarez and CENSORED parked up in an abandoned area of Ocean Flats and walked a short distance to derelict garage. They entered the garage, where they stayed for a short period of time before leaving. CENSORED's cellphone trace confirmed this.
  • Alvarez returned roughly ten minutes later for an unknown reason. During this time detectives briefly checked the warehouse to confirm their suspicions. His cellphone trace confirmed this.
  • After this, detectives raided the garage after liaising with the San Andreas Sheriffs Department. An estimated $4,500,000 worth of firearms were seized from the warehouse (( the equivalent of roughly 750 Desert Eagles. )). Alvarez and CENSORED are thus jointly responsible for the contents of the warehouse.

  • Eddie Ochoa's residence was searched in El Corona dead-end street by detectives in relation to INCIDENT REPORT #17, in addition to being suspected as being used as some form of headquarters, or failing that, at least a regular meeting spot for the southsiders as confirmed in SURVEILLANCE REPORT #002 and #003. Felipe Alvarez is also suspected to use the residence.
  • The raid was conducted without alerting other residents with another basic unit. The search obtained three illegal firearms (two AK47s and one MP5). The firearms were seized and documented into evidence.

  • CENSORED (and an unknown associate) pulled up by a group of SSL13 members in the northern alleyway in El Corona, just north of the El Corona precinct. He appeared to converse with the group (buying drugs?) before the scene turned violent. CENSORED reversed into one of the SSL13 members before driving off, but appeared to stay in the El Corona area.
  • Three of the members from the alleyway (Austin Munoz, Mario Duenas and Aric Quiero) followed CENSORED out of El Corona in Duenas' blue Savanna where both vehicles were involved in a Motor Vehicle Accident (MVA). Fearing some sort of retaliation from the trio, units began to pursue the Savanna which ended in the vehicle being immobilised in Glen Park.
  • Those implicated in the stalking and evading were arrested but Munoz was released since he did not attempt to flee the scene, but Duenas (the driver) and Quiero (who attempted to flee) were both arrested.

  • Detectives arrived on scene to a shooting involving Gilberto Colonia and Cesar Cruzito (victims). The shooter, Dane Winchester, was later caught in Las Colinas by responding units and detained in SACF. Both victims were successfully treated at ASGH.
  • During the on-scene inspection, Maurizio Cadena was spotted. He was frisked as per protocol and a wiretap was installed via his cellphone in an attempt to find out further information.
  • Once Cruzito was released from hospital by paramedics, he was surveyed back to El Corona where he talked with Austin Munoz and Cadena. Cadena appeared to briefly discuss retaliation against a rival set he believed to be involved - Brown Pride Locos (who operate under a new name) - from Glen Park. He and Munoz then entered a flat on the north-west side of El Corona flats.
  • Cadena, Munoz and two other associates were later stopped by detectives in Ocean Docks, driving a blue Emperor registered to Munoz. All four subjects were disguised and equipped with baseball bats, suggesting they were preparing for some form of retaliation.
  • Together with the wiretap recording and Cadena and his associates actions, a charge for conspiracy to commit armed assault can be established.

  • Dispatch alerted units regarding a shooting in El Corona. The shooters were described as being Hispanic males with gang affiliation. Detectives spotted a blue Regina with three Hispanic males driving away from the scene of a triple homicide in northern El Corona (SASD had secured the scene).
  • The vehicle (occupants were Esteban Cruzito as driver and Cornelio Auraeli and Manuel Cruzito as passengers) was stopped as it entered El Corona and all three subjects detained. They were eventually released after wiretaps had been installed via their cellphones.
  • The wiretaps soon identified one of the shooters involved in the original shooting - Rico Salvarez. Esteban Cruzito appeared to interrogate several El Corona affiliates before finding Salvarez and questioning him regarding the shooting. Esteban Cruzito had mustered several SSL members to assist him the kidnapping phase of the incident (having Salvarez detained in an El Corona garden). These were:
    • Rafael Castellanos
    • Cleandro Pardos
    • Cornelio Auraeli
  • Salvarez was then forced into his white Stafford by Esteban Cruzito and two other associates. The vehicle was tailed by detectives to Ocean Docks where they arrived just in time to witness Salvarez's death. The trio immediately fled the area.
  • Strengthening the case, Salavarez's white Willard was seen abandoned in El Corona (north of the precinct). Several SSL members were seen standing next to it.

  • Detectives surveyed Pablo Portillio and two other Hispanic males (( Patrido Contreras, but he was disguised. The second male was [Mask 58830_74], but was not wearing a disguise ICly. )) associated with VEC/SSL from El Corona to Willowfield (using Portillio's Tahoma as transport) where they entered the Willowfield Apartment Complex.
  • Inside the complex was an African-American male, CENSORED, who has ties to the local street gang of the area. An unrelated wiretap inside the complex allowed detectives to hear a conversation in which the suspects kidnapped CENSORED. They brought him to Ocean Docks, into an abandoned mobile/container.
  • Detectives called for backup as they moved in. The unidentified suspect first opened fire on Detective Fitzpatrick with a handgun. This resulted in all three detectives returning fire, with Portillo assisting his accomplice by opening fire with a TEC-9. [Mask 58830_74] did not have a firearm.
  • Back-up was slow in response (up to five minutes after the suspects had evaded in Portillio's Tahoma). However, no casualties, even CENSORED, were sustained.
  • Portillo was later caught in El Corona after a short foot pursuit. His interrogation yielded no information, but implied he was guilty. He was released pending investigation.

  • Given the high SSL/VEC activity in various rival gang neighbourhoods throughout the evening, detectives positioned themselves in known rival neighbourhoods of SSL/VEC.
  • An unidentified Hispanic male (now known as Luiz Espinoza) was witnessed by Detective Fitzpatrick approaching rival Black Gangster Disciple associate, CENSORED. Espinoza shot CENSORED twice in the chest with a handgun before fleeing the scene on his red Sanchez.
  • CENSORED survived the shooting and gave his statement to Officer Jayden Hayez once he had recovered at All Saints General Hospital.
  • Espionza was spotted by detectives roughly thirty minutes after the original shooting. A pusuit occurred, resulting in Espinoza being caught by officers (( NOTE: Espinoza (rockshock) was banned for failure to roleplay. Awaiting the result of his Ban Appeal. He has since been unbanned. ))
  • Intelligence indicates that Espinoza connected to the Mexican Mafia, rather than being a member of SSL/VEC. However, he appears to still have considerable involvement in the organisation (and as such has relevance to this investigation). His criminal record confirms lengthy sentences at the San Andreas Correctional Facility.
  • Further investigation is required on this apparent 'Mexican Mafia' link.

  • Following an earlier shooting described in INCIDENT INVESTIGATION #002, detectives monitored both El Corona and Willowfield, anticipating a second attack by either organisation (SSL/VEC or Black Gangster Disciples/BGD).
  • Detectives passed the Willowfield Cluck'n'Bell whilst surveying the neighbourhood, only to spot two injured African-American males (CENSORED and Travis Marcoux) and one female (Starletta Markson). Their status is listed below:

  • As detectives were about to exit their vehicle and provide first aid, a dark blue/greyish Willard opened fire on them with a handgun. Four Hispanic males then fled the scene with detectives giving chase (a basic unit was called to Willowfield when it was safe to provide first aid to the victims).
  • After a pursuit which ended in Vinewood/Richman, the four occupants exited the vehicle. Various foot pursuits were initiated with two of the four Hispanic males (Abel Ruiz and Austin Munoz) being killed by officers due to the suspects opening fire on them.
  • The third and fourth suspects, **Esteban Cruzito** (since identified) **Maurizio Cadena** (disguised), escaped. They fled southbound back into the city. Their identities require further investigation.

  • This INCIDENT INVESTIGATION has been initiated in response to the apparent use of the Willowfield/Idlewood Intersection as a 'drug corner' for members of SSL/VEC.
  • Detectives are advised to perform surveillance on the corner and watch for suspicious vehicles that stay in the area for a prolonged period of time. They also watch for potential 'stash cars' (cars containing narcotics that are distributed) in the nearby area. It is likely these vehicles will belong to dealers who frequently visit the intersection (and as such are suggested to make note of individually spotted regularly at the intersection).
  • During this particular incident, a confidential informant (J6L1) provided detectives with information that the corner was actively being used to distribute narcotics. Detectives responded, spotting Hispanic teenager Orazio Quezada (who has SSL/VEC affiliation) acting suspicious - loitering around the intersection for an extended period of time.
  • A brief 'terry frisk' resulted in the detectives seizing twenty one grams of crack and 19 grams of cocaine from Quezada. He was subsequently released pending investigation.

  • Dispatch alerted all units about a possible shooting in El Corona by Hispanic males. Detectives were first to arrive on scene, witnessing the suspects, Juanito Zactura and Juanito Santos shooting at CENSORED. None of their shots hit CENSORED though.
  • The suspects evaded from detectives as soon as they identified themselves as police officers. Santos returned fire but was quickly shot down by detectives. Zactura ran towards the Willowfield Junkyard where he was caught by basic units.
  • Both weapons used in the shooting were confiscated and can be linked back to Zactura and Santos.

  • Detective Fitzpatrick observed Enzo Medina conversing with **Rafael Castellanos** by the El Corona gym. A transaction appeared to take place with Medina handing over money to **Rafael Castellanos**.
  • Medina was followed to the Unity 24/7 where Detective Fitzpatrick confronted him, performing a search and finding a Glock .22 handgun (( Desert Eagle )).
  • Medina was then released pending investigation after identifying himself. The firearm was sent to ballistics for testing (which revealed the firearm had been used to murder Derrick Trancer at the Idlewood Pizza Stack a few days prior to this incident).
  • CCTV recording from Idlewood Pizza Stack from when Trancer was murdered confirmed this event. This concludes the investigation.

EL CORONA INTERSECTION 'DRUG CORNER' INVESTIGATION


14/DECEMBER/2012 - 19:40:
Investigating Officers: Detective Michael Fitzpatrick and Detective Cristian Pacheco
  • This INCIDENT INVESTIGATION has been initiated in response to the apparent use of the El Corona Intersection as a 'drug corner' for members of SSL/VEC.
  • Detectives are advised to perform surveillance on the corner and watch for suspicious vehicles that stay in the area for a prolonged period of time. They also watch for potential 'stash cars' (cars containing narcotics that are distributed) in the nearby area. It is likely these vehicles will belong to dealers who frequently visit the intersection (and as such are suggested to make note of individuals spotted regularly at the intersection).
  • This was yet another intersection pinpointed by C.I. JGL1 as a 'narcotics corner'. During this particular incident, Reuben Cuenca was seen waving down cars as they passed. Detective Fitzpatrick watched as Detective Pacheco engaged Cuenca. Cuenca offered Detective Pacheco narcotics, showing him a small bag containing five grams of crack. At this point Detective Fitzpatrick moved in, detained Cuenca and seized the drugs.
  • Cuenca was briefly questioned by detectives but no formal interrogation has taken place yet. He was released pending investigation.

  • CENSORED, an African-American male, was spotted walking around the El Corona apartment complex. He appeared to get into a confrontation with Jose Alonso and **Christopher Valdez**. Shortly afterwards, the two suspects opened fire on CENSORED with handguns.
  • Detectives immediately called for backup and pursued the suspects. **Christoper Valdez** evaded on a BMX but Alonso was caught in the overpass to the north of the complex. The handgun found on Alonso was confirmed as one the handguns used in the shooting.
  • Alonso was taken in for interrogation. He confessed to his involvement in the shooting but failed to name the second shooter (although his confession did indicate he acknowledged there was a second shooter). SENTENCE CENSORED, he was detained at SACF.

  • Detectives suspected an attack was going to be made by SSL/VEC members at the Willowfield/Idlewood Intersection on a rival African-American street gang, known as 'Black Gangster Disciples' (BGD). BGD appeared to be using the intersection (La Yerba?) as some sort of hangout spot.
  • As predicted, an attack occurred. First, several member of each organisation began 'brawling'. Just as it was being called in, two four-door sedans vehicles (a Premier registered to Maurizio Cadena - MC15640 and a Willard registered to Patrido Contreras - PC15640) pulled up. Four Hispanic occupants emerged from the Premier and a further two from the Willard, opening fire on the African-Americans with handguns. Their status is listed below:
    • Pablo Portillio (deceased; police)
    • Unknown (deceased; police)
    • **Marilyn Munoz** (escaped)
    • Patrido Contreras (caught)
    • Unknown (escaped - now known as Maurizio Cadena)
    • Unknown (escaped)
  • BGD gave some resistance, including one member wielding an AK47 (who was shot down by Contreras). However, they were not the first to open fire.
  • Detectives managed to down two of the shooters, identifying two further shooters (catching one of them with a the murder weapon - Contreras). The identity of the fifth shooter is presumed to be Maurizio Cadena - the sixth shooter is unknown.

  • Detective Fitzpatrick was performing surveillance on Ramon Torres after seeing Torres and three other subjects associated with El Corona (Ismael Fonseca, Luiz Espinoza and an unidentified male). Torres and his associates were using a black Premier.
  • They circled around East Los Santos three times, before focusing on the northern corner of Jefferson 24/7. Torres' phone traces can confirm his locations at given times throughout the early hours of the morning.
  • The four subjects pulled up on the steep hill, leading from Jefferson Motel to Las Colinas. They positioned themselves in the rooftops overlooking the Jefferson 24/7 and opened fire on various 'KILO' gang members (including Derek Richman and Shaun Whittaker). In the process, they also managed to hit Detective Fitzpatrick's vehicle.
  • Backup was called and units tracked the suspects to the dead-end street in El Corona. Torres' entered his residence, as did Fonseca (located to the east of Torres' house). SWAT raided both of the residences, finding their respective weapons and a further 200g of heroin in Torres' house.
  • Espinoza, who was unidentified at the time, attempted to free Fonseca by shooting the vehicle's lock of the vehicle in which he was detained in. His attempted failed, and Espinoza was shot down by SWAT officers and his firearm seized (also being traced back to the original shooting). Since Espinoza already features in this investigation in relation to a serious felony charge, he was processed at the San Andreas Correctional Facility.
  • Fonseca was then interrogated by Detective Fitzpatrick. His interrogation yielded no useful information and as such was released pending investigation. The full report is enclosed in this document.

  • Whilst surveying Tyler Velasquez, Detective Fitzpatrick observed him enter Playa Del Seville with several other SSL members. Velasquez was participating in a gang attack on Seville Boulevard Families (SBF). Automatic weaponry was used in the form of AK47s, as well as handguns. Those involved on both sides are listed below:
    • Pablo Portillio - SSL (deceased)
    • Ladre Braksdale - SBF (deceased) (killed by Garcia)
    • Devante Jordan - SBF (deceased) (killed by Garcia)
    • Victor Stacks - SBF (deceased)
    • Malcolm Brooks - SBF (deceased)

    • Patrido Contreras - SSL (survived, caught)
    • Michael Reyes - SSL (survived, caught)
    • Jogre Garcia - SSL (survived, caught)
    • Isidoro Munoz - SSL (survived) (( disguised ))
  • As well as murdering four SBF members, SSL also opened fire on multiple police officers, including Detective Fitzpatrick.
  • Contreras, Reyes and Garcia were pursued by officers as they fled the scene. They were eventually detained in Santa Maria where two AK47s linking back to Reyes and Garcia (a double-murder weapon) were confiscated.
  • Contreras' interrogation revealed no useful information. The same can be said for Garcia's interrogation, although he admitted to his involvement.

  • Whilst surveying members from SSL, two disguised males driving a black Faggio (registered to Austin Munoz) swerved across the road into the detectives' vehicle in Willowfield Projects. The passenger claimed to be injured.
  • Appearing cautious, detectives called in for backup. They exited the vehicle to check on the passenger, identifying themselves as police officers, but also withdrawing their handguns as a precaution.
  • Once the detectives had exited the vehicle, both subjects withdrew their handguns and opened fire, specifically on Detective Fitzpatrick. Backup was called, but both subjects (identified as Austin Munoz and Lorenzo Sulivan) were shot down by detectives. No detectives were injured to any significant degree.
  • In addition, Carlos Soto of Colonial Watts Avenue, a Hispanic street gang operating in Ganton, had been following detectives prior to the incident for a significant period of time. This suggests some form of joint-operation against the detectives. This link needs to be investigated, as does the motive for the shooting in the first place.

  • Carlos Soto was tracked down by detectives to his residence in Ganton, where in co-ordination with a SWAT team, he was detained.
  • Soto was frisked by detectives and was found in possession of a handgun. Inside his house, in plain view on the kitchen table, was an AK47.
  • His phone records (number: 54545) showed no contact to either of the shooters in the original incident. Some brief on-scene questioning was conducted but no useful information was obtained. After this, Soto was released pending investigation.
  • After this, detectives were informed by the department's technology experts that Munoz had received a two second long phone call from an unknown contact. However, the phone number was still recorded on Munoz's phone - the call was from phone number 54545 - Soto's cellphone. He will need to be questioned formally at the next possible chance.

  • After the afternoon 10-1 was adjourned, Detective Finnegan returned to the location to find the Sheriff's Department on scene outside of one of the flat's in El Corona's "varrio."
  • Two suspects were apprehended as they arrived, one of whom (1) who dropped a knife at the entrance of the apartment. Demario Sulivan size=85(1)[/size]and Huberto Flores were detained and later questioned.
  • On breaching the apartment. Sheriff's had difficulty entering as the apartment door had been barricaded. Eventually after much force, the door was opened. During a thorough search for suspects, the house was clear. It is likely that a broken window inside the kitchen was used to escape from. However Ariano Mendez was by this stage - dead.
  • Mendez was found with his throat cut, a broken cellular phone by his body and a knife that was recently dislodged out of his entry wound. His face and body in multiple places was also bruised severley leading to believe that there were was more than one suspect.

  • Detective Corbin Davidson from Robbery Homicide Unit is currently investigating the circumstances of the death and providing the evidence to the department's forensic experts.
  • Demario Sulivan and Huberto Flores were generously transported to the Criminal Intelligence Division Office's by the Sheriff's department and were separately interrogated by Detective Finnegan.
  • Demario denied hearing gunshots prior to the stabbing incident despite his alibi being close by to the incident. He also denied several other allegations he was guilty of such as not being in the house, lying about the window being broken, acting alone and so forth. Eventually after a lengthy interogation. Demario confessed to the murder. He claimed it was for the benefit of the gang, quoting (from the C.I.D CCTV interview room footage);

  • Chico Vargas (SUSPECT MW-02-27) and Danny Buenrosto (SUSPECT MW-02-25) were being surveyed by Lieutenant Westbrook in El Corona, in the early morning on the 20th of April, 2011.
  • Vargas and Buenrostro's cellphone traces indicated they were inside Vargas's apartment. During this, two shots were heard to be fired from the apartment.
  • As police backup was called, Vargas and Buenrostro (amongst others) broke out of a window and fled the scene.
  • Buenrostro was caught by Lieutenant Westbrook, whilst Vargas evaded, shooting at Officer CENSORED in the process.
  • Aimi Akiyama was found dead inside the apartment, with a large array of ballistic evidence implicating the aforementioned suspects.

I waited around the back of the house as SWAT breached. I noticed an IC3 male (Vargas) fleeing from the apartment, I continued to pursue him on foot. After calling it in, no back up arrived. The foot pursuit continued down dead end street to the passage under the clover-leaf connection at LS Airport. Soon after, Vargas proceeded to open fire, at which I returned fire and called it in. I got to cover, and Vargas ran away. It's highly likely that he got into a black fortune that was being driven by Rafael Colonia.

The shell casing found from the shot fired at Bennett matched the bullets used to kill Aimi Akiyama. Hence, the killer was probably Vargas.
