The roster of firearms certified for sale has been expanded greatly earlier today. The License to Purchase a Firearm (PF) application was also modified slightly to reflect this. Please ensure that you do your research on the weapons you are applying for and provide truthful information in your application to avoid misunderstandings.

Update 16/OCT/2016:

If you currently possess a PF/CCW/Guard Card license, you have the right to re-apply for a new license. The sole purpose of this is changing the three firearms that you wish to purchase. However, this does not grant you the right to purchase an additional three firearms, but rather three different firearms. Once your new application for a license has been reviewed and issued, your previous is no longer valid. If you are in possession of a firearm from your previous license, it too is rendered invalid and must immediately be turned in.

Update 10/NOV/2016:

The following amendments have been implemented into the PF, CCW, and GC regulations for the purpose of avoiding confusion or misunderstandings among both license holders and law enforcement. Some of the following regulations were pre-existing but have been modified.

License to Purchase a Firearm:
  • Must not carry the firearm on their person unless they are hunting, in compliance with this section and The Hunting and Fishing Ordinance, transporting it from the place of purchase to their motor vehicle and from their motor vehicle to their business or residence, or there is a clear threat to life and the firearm must be withdrawn (this is only allowed if the PF holder is at their home or their business where they clearly stated they would have the firearm stored). The firearm must be unchambered, unloaded, and stored in a locked container at all times when the firearm is not being carried on them for legal use as stated before.
    • The term "locked container" means a secure container which is fully enclosed and locked by a padlock, key lock, combination lock, or similar locking device. This includes the trunk of a motor vehicle, but does not include the utility or glove compartment.
  • (( Must not purchase firearms that are not listed on their PF application (either by buying more firearms than they stated they would or buying firearms they stated they would not buy). This is a ban worthy offence. ))
License to Carry a Concealed Weapon:
  • May not chamber (have an active round in the chamber) their concealed carry firearm unless there is an active threat to life or such a threat is clearly imminent. The firearm may be loaded however when concealed.
  • Must not reveal their firearm unless an active threat to life is occurring or there is a clear and potential imminent threat to life which could be averted by revealing the CCW firearm. In the case of law enforcement arriving on scene or being on scene, the CCW holder must take care to comply with law enforcement orders.
  • (( Must not purchase firearms that are not listed on their CCW application (either by buying more firearms than they stated they would or buying firearms they stated they would not buy) This is a ban worthy offence. ))
San Andreas Guard Card:
  • Must ensure their firearm is kept in a professional holster that is visible. Their firearm may be loaded and chambered only when holstered and must be unchambered and unloaded when transporting the firearm back to their vehicle to transport it back to their home or business (as stated in their PF) in an appropriate locked container as per PF regulations unless the GC holder has a CCW to which they may holster their firearm in a concealed holster so long as it is not chambered and that firearm is also noted as one of the applied firearms on the GC holder's CCW.
  • Must not unholster their firearm to use unless an active threat to life is occurring or there is a clear and potential imminent threat to life. In the case of law enforcement arriving on scene or being on scene the GC holders must take care to comply with law enforcement orders.
  • (( Must not purchase firearms that are not listed on their GC application (either by buying more firearms than they stated they would or buying firearms they stated they would not buy) This is a ban worthy offence. ))

The following regulation has been modified within all firearm licenses for full clarification.
  • Must not be under the influence of any substance (e.g. pharmaceutical drugs or alcohol) when in possession of a firearm nor be under the influence prior to obtaining possession of a firearm.

As decided in the Legal Faction Meetings by Faction Management the following rule has been implemented under the prohibition criteria:
  • (( Players may not apply with a character that died in a shootout with PD/SD, if the player has that character die while they're applying for a license then the application will be denied. ))

Due to the implementation of the Government Firearms License the following regulation was removed from the Guard Card:
  • The only exception to this are the "Security Officers" (A.K.A State Official Security) of the DOJ's Department Special Services who are allowed to conceal-carry their weapon if they possess a Guard Card, have gone through the additional training with the Department of Justice, are on-duty employees. These "Security Officers" must conceal-carry their weapon when not on Government property and are carrying out official security or bodyguard duties, they must be wearing appropriate clothing as well to avoid being misinterpreted. Additionally, they are advised to have it in an open holster when on Government property however this will be at the discretion of their releveant supervisor. Off-duty employees must have their firearm in a locked container when transporting the firearm back to their home or business (as stated in the PF) unless they have a CCW. These Security Officers may not request a CCW because of their job.

Due to the implementation of the Open Carry Assurance and Regulation Act, the 'License to Purchase a Firearm' document has been edited to reflect the changes to work in accordance with the act. In addition to that, the following regulation below has been added.

    • Can open carry their firearm, and only the firearm they have applied for, in designated 'Open Carry Zones' and may only openly carry handguns. This only applies to the open carry zones and not to private property.

      • San Fierro Airport
      • Las Venturas Airport
      • The National Guard Airstrip
      • Sidewalks adjacent to any Sheriff's Department property.

    • Can hunt in designated hunting zones around San Andreas and may open carry long guns if they are participating in an active hunt.
    • May openly carry any firearm inside their private property and/or other people's private property, given that the property owner has given their consent. This is not limited to the 'Open Carry Zones' and is permitted throughout the entire State.
    • Must state they are open carrying firearm during a traffic stop with any law enforcement officer.
    • Must, when transporting their firearm in a vehicle, ensure that their firearm(s) are properly secured within a locked gun case, lockbox or strapped in a holster with the safety on, as outline in 2.3.
    • Can have their license suspended or revoked for violation of any regulations in this act for a specific individual in accordance with the San Andrease Penal Code (9)13. CCW / PF Violation.
  • A PF License holder cannot:
    • Open carry during a state of emergency, unless the Governor of San Andreas explicitly states otherwise.
    • Open carry firearms that are not their own, and do not have the correct permit to carry. If a permit holder lacks the required permit to carry the specific type of handgun of which they are openly carrying, in either the 'Open Carry Zone' or hunting zone, they shall be dealt with in accordance to the law.
    • Open carry a firearm within a 2000 ft radius of the San Andreas Correctional Facility or inside any government owned buildings.

Due to the complexity the Firearms Roster had (handguns in particular), a newly expanded handgun list been added to simplify the whole process for applicants and to kill ambiguity and Inconvenient.

Please notice that new formats for applications have been implemented and are in effect immediately. Do not use old application formats or you risk having your application denied.

Also note that you are now required to attach screenshots of your admin record to PF license applications, and may not apply for a license within 14 days from the date of your last license revocation, even if you name change. Please note that providing false information or not including all admin records will result in a permanent ban from obtaining a weapon's license with no chance of appeal.
