    Sergeant LaVonte Barber, Sergeant Nick Beckett

    On May 9, 2020, a "barricaded suspects" incident took place at a multi-story parking complex at Gaviota Street, requiring the deployment of a SWAT team. Sergeant Nick Beckett and LaVonte Barber, assigned to Metropolitan Division Beckett and Barber responded to the incident, operating an armored vehicle. On the way to the incident, by the Ganton Boulevard and Graham Avenue intersection, they encountered a large scale shooting that involved eight armed individuals, equipped with long weapons, including rifles and shotguns.

    The eight suspects were loaded into two different vehicles, the occupants of one of which opened fire on the duo while attempting to evade police. As the shooting ensued, Beckett, who was operating the armored vehicle, maintained visual contact with the vehicles and ensured efficient communication with both Barber and the remainder of the SWAT team. Through excellent driving and strategic positioning from Beckett, Barber was able to neutralize four of the suspects, whereas the rest were neutralized by other officers. Barber demonstrated excellent discipline and marksmanship, minimizing any further causalities and risk to public safety.

    Barber and Beckett were not knowingly responding to, or prepared to come across, a large scale shooting, yet they managed to fully utilize their training by quickly reacting and neutralizing all threats successfully. Their adaptation to the situation at-hand with minimal notice is an extreme display of bravery and discipline.

    Barber and Beckett made a series of tactical, split-second, decisions which averted a serious risk to innocent residents and bystanders in the vicinity of the situation. They displayed conspicuous bravery and heroism above and beyond the normal demands of police service, they displayed extreme courage while consciously facing imminent peril.

    For this, they have earned the Medal of Valor. For Barber's excellent display of marksmanship and discipline, he has also earned the Sharpshooter Medal.

    Sergeant Maxine Rockwell

    On May 9, 2020, a "barricaded suspects" incident took place at a multi-story parking complex on Gaviota Street in East Beach. The suspects, who were previously involved in a vehicle pursuit with police, had barricaded themselves inside the multi-story complex, using long weapons against the officers, and utilizing vantage points to their advantage.

    The first-responding officers requested backup and a SWAT team to the location, in preparation to counter any attempts made by the suspects. Backup officers responded to the scene, including Sergeant Maxine Rockwell. While backup units were disembarking from their vehicles, they were suddenly engaged by the suspects, who had elevation over the officers.

    The officers were not yet prepared to engage in a firefight, and as a result, were taken by surprise when the suspects ambushed them. At this moment, Rockwell deployed her rifle, suppressing the armed suspects. Parallelly, Rockwell instructed the officers to seek cover by entering the ground level of the multi-story complex (which a clear position of safety with no armed suspects within), so that the suspects could no longer have visual contact of the officers nor fire at them.

    Rockwell displayed extreme courage by staying back within the suspects' line of fire to suppress them, allowing other officers to retreat to safety. Rockwell's actions prevented serious injury or death of other officers, while at the same time placing herself at a greater risk. As such, she has earned the Police Medal for showing bravery and heroism above and beyond the normal demands of duty.

    Officer Jeffrey Holt

    .

    On the late evening of May 5, 2020, 6L77 — occupied by Police Officer III+I Jeffery Holt — found 5L25's black and white patrol vehicle abandoned on Washington Street in Jefferson. Holt took the initiative in doing a welfare check on the officer assigned to the vehicle. Holt made multiple attempts to contact the officer who was assigned to 5L25, over the base frequency before getting a supervisor involved.

    Sergeant Alvin Chandler arrived at the scene, and Holt promptly advised him of the situation and soon after, the officer called back in to advise that he had been taken hostage. Holt had made note of a vehicle that was nearby beforehand, a black sedan, and also checked on the officer's digital in-car video system to find out what had happened. Holt also was able to find the officer's phone number and relay that to a supervisor who could authorize the deployment of cellular interception technology.

    Without Holt's initiative and quick thinking, the officer may have never been tracked down as quick as he was. Patrol cars were able to reach Palomino Creek, where the officer's phone pinged from, and make contact with civilians in the area because of Holt's ability to relay information quickly. The officer was located in less than ten minutes and released to the Los Santos Fire Department without major injury. Holt has earned the Police Meritorious Service Medal for excelling in providing law enforcement services beyond what is normally required, therefore resulting in the swift conclusion of a situation that could have evolved into a more dangerous incident and potentially caused serious injury or death to the officer.

    Detective Marcia Castro

    .

    On May 2, 2020, Detective II Marcia Castro responded to a 911 call reporting that a male suspect had picked up a female prostitute and paid her for sexual services.

    Castro was the first officer to arrive on the scene and immediately obtained all relevant details pertaining to the alleged crimes at hand. Castro was empathetic in her approach to the female subject and initiated a conversation with the female subject to identify her role in the alleged incident. Castro confirmed from the female subject that she was involved in the sale of sex for hire. Castro put the wellbeing of the said female subject as a priority when conducting the investigation.

    Furthermore, Detective Castro clarified her intention of working with the female subject to prevent repeat offending and assist her in rehabilitation. Castro has shown great compassion in her day-to-day activities and has gone above and beyond the call of duty in her response to fellow human beings.
