Section I: PF License Purpose and Application Process



1.1. PF License Purpose
    A license to purchase a firearm (PF License) permits its owner to purchase and store a single weapon or more in their place of residence or business for the purpose of self defense, hunting, or sports. In addition to that, PF License holders have the ability to open carry firearms in ordenance to the Open Carry Assurance and Regulation Act.

1.2. PF License Application Criteria
    A person wishing to apply for a PF License must:
    • Not be in violation of the license prohibition criteria;
    • Be at least 21 years old;
    • Be a legal resident of the United States of America;
    • Possess a good cause for the license;
    • Possess a valid San Andreas State Driver's License;
    • Pay a monetary fee of $10,000;
    • (( Be level 8 or higher in game ))

1.3. PF License Application Process
  • Prior to applying for a PF License, the applicant must read all the relevant documentation. This includes, but is not limited to: License Information and Roster of Firearms Certified for Sale.
  • The applicant must then submit their application, ensuring that all the necessary fields have been filed properly, in compliance with Section IV.
  • Once submitted, the application will be reviewed by a Firearms Licensing Officer as soon as practicable.
  • The application will then be accepted, pended, denied, or banned, depending whether or not the applicant made any errors. If the application is accepted, it will be reviewed by a senior Firearms Licensing Officer and will be approved, pended, denied, or banned.
  • If the application is approved by the senior officer, it will be verified ready for distribution and the applicant will be required to pay the monetary fee of $10,000. Once done, the license will be issued to the applicant and the application process will be concluded.
  • If you currently possess a PF/CCW/Guard Card license, you have the right to re-apply for a new license. The sole purpose of this is changing the three firearms that you wish to purchase. However, this does not grant you the right to purchase an additional three firearms, but rather three different firearms. Once your new application for a license has been reviewed and issued, your previous is no longer valid. If you are in possession of a firearm from your previous license, it too is rendered invalid and must immediately be turned in.

    (( As an out of character note, an applicant should not contact any firearms licensing staff member, or any law enforcement faction members in general, in regards to the status of their application. All applications are handled as soon as possible. Contacting firearms licensing staff in regards to application status can result in an instant denial or ban, depending on the circumstances. ))

1.4. PF License Payment Process
    Once an application receives the APPROVED status, the applicant must pay a monetary fee of $10,000 and file a payment form within 48 hours. This can be done by posting this form:

Section II: PF License Regulations



2.1. PF License Prohibition Criteria
    A license to purchase a firearm (PF License) may never be issued to any person who violates the following criteria:
    • Persons convicted of the following misdemeanor offences:
      • (1)02. Assault
      • (1)04. Battery
      • (9)02. Possession of an Unlicensed Firearm
      • (9)01. Possession of an Illegal Blade
    • Persons convicted of a felony offence.
    • Persons on parole or probation.
    • Persons who are currently wanted by law enforcement.
    • Persons who are illegal residents of the United States of America.
    • Persons addicted to the use of narcotics.
    • Persons adjudicated to be a mentally disordered sex offender.
    • Persons in a mental health facility.
    • Persons placed on a conservatorship.
    • Persons found by a court to be a danger to others due to mental illness.
    • Persons found by a court to be mentally incompetent to stand trial.
    • Persons found by a court to be not guilty by reason of insanity.
    • (( Players may not apply with a character that died in a shootout with PD/SD, if the player has that character die while they're applying for a license then the application will be denied. ))

2.2. PF License Revocation Criteria
    A PF License may be revoked if the license holder:
    • Brandishes a firearm without proper cause.
    • Carries a concealed weapon without a proper permit or open carries in locations in violation of the Open Carry Assurance and Regulation Act.
    • Fails to identify to a peace officer as a license holder.
    • Fails to follow Section 2.3.
    • Violates any part of Section 2.1. after being issued the license.
    • (( Participates in a shootout with law enforcement. ))

2.3. PF License Usage Regulations
    A PF License holder:
    • May renew their license by submitting a new application, if any information needs to be amended, such as the firearms the license holder may purchase.
    • Must not purchase firearms for any other person.
    • Must not use their firearm for any other purposes than the ones stated in their application.
    • Must not be in possession of any firearms other than the ones they applied for.
    • Must not allow others to use their firearm under any circumstances.
    • Must not be under the influence of any substance (e.g. pharmaceutical drugs or alcohol) when in possession of a firearm nor be under the influence prior to obtaining possession of a firearm.
    • Must not possess more than one exemplar of each firearm they applied for.
    • Must not remove the firearm from its storage unless required to do so.
    • Must not remove the firearm from its locked container when transporting the firearm to a property, even if self defense is required.
    • Must not assist peace officers with their duties using a firearm.
    • Is only permitted to Open Carry their handgun, in compliance with the Open Carry Assurance and Regulation Act. A License holder cannot carry the firearm on their person whilst transporting it from the place of purchase to their motor vehicle and from their motor vehicle to their business or residence, or there is a clear threat to life and the firearm must be withdrawn (this is only allowed if the PF holder is at their home or their business where they clearly stated they would have the firearm stored), unless they are in the permitted locations of the Open Carry Assurance and Regulation Act. The firearm must be unchambered, unloaded, and stored in a locked container at all times when the firearm is not being carried on them for legal use as stated before or in accordance to the Open Carry Assurance and Regulation Act.
      • The term "locked container" means a secure container which is fully enclosed and locked by a padlock, key lock, combination lock, or similar locking device. This includes the trunk of a motor vehicle, but does not include the utility or glove compartment.
    • Must ensure that their firearm is properly cleaned, and has any safety options activated unless the firearm is in use.
    • Must immediately identify themselves as a license holder if they are detained by a peace officer and if they are at the time of detainment in possession of a firearm.
    • When detained by a law enforcement officer, must surrender their firearm for the duration of the detainment if asked to do so, and shall have it returned when released from custody.
    • (( Must not purchase firearms for any other person. This is a ban worthy offence. ))
    • (( Must not purchase firearms that are not listed on their PF application (either by buying more firearms than they stated they would or buying firearms they stated they would not buy). This is a ban worthy offence. ))

2.4. Open Carry Assurance and Regulation Act
    A PF License holder:
    • Can open carry their firearm, and only the firearm they have applied for, in designated 'Open Carry Zones' and may only openly carry handguns. This only applies to the open carry zones and not to private property.
    • Can open carry in the entire State of San Andreas, with the exception of:
      • The City of Los Santos.
      • San Fierro Airport
      • Las Venturas Airport
      • The National Guard Airstrip
      • Sidewalks adjacent to any Sheriff's Department property.
      • The entire block surrounding the San Andreas Sheriff's Department headquarters in Dillimore, in accordance with this image.
    • Can hunt in designated hunting zones around San Andreas and may open carry long guns if they are participating in an active hunt.
    • May openly carry any firearm inside their private property and/or other people's private property, given that the property owner has given their consent. This is not limited to the 'Open Carry Zones' and is permitted throughout the entire State.
    • Must state they are open carrying firearm during a traffic stop with any law enforcement officer.
    • Must, when transporting their firearm in a vehicle, ensure that their firearm(s) are properly secured within a locked gun case, lockbox or strapped in a holster with the safety on, as outline in 2.3.
    • Can have their license suspended or revoked for violation of any regulations in this act for a specific individual in accordance with the San Andrease Penal Code (9)13. CCW / PF Violation.

    A PF License holder cannot:
    • Open carry during a state of emergency, unless the Governor of San Andreas explicitly states otherwise.
    • Open carry firearms that are not their own, and do not have the correct permit to carry. If a permit holder lacks the required permit to carry the specific type of handgun of which they are openly carrying, in either the 'Open Carry Zone' or hunting zone, they shall be dealt with in accordance to the law.
    • Open carry a firearm within a 2000 ft radius of the San Andreas Correctional Facility or inside any government owned buildings.

Section IV: PF License Application Form Guidelines



4.1. PF License Application Form General Guidelines
    All applications are reviewed strictly and will be pended or denied for any errors, including minor spelling errors. Applications will be instantly banned if any false information is provided. All questions must be answered in compliance with this section.

    No modifications may be made to the format or any of the questions, at all. This includes, but is not limited to, removing questions, adding questions, and altering questions' original text. Not applicable questions must be left blank, as-is, or answered with "N/A". (( All checkboxes must be ticked appropriately. In order to tick a checkbox, change the applicable checkbox's code

4.2. City and County of Residence
    Cities: Los Santos, San Fierro (cannot currently inhabit), Las Venturas (cannot currently inhabit), Palomino Creek, Montgomery, Dillimore, Blueberry, Angel Pine, Bayside, El Quebrados, Las Barrancas, Fort Carson, Las Payasadas

4.3. City, County, State of Birth
    Refer to Section 4.2. In case of the applicant being born outside of the United States of America, they will be required to answer Section 1, Question 7 and provide only their city and country of birth.

4.4. Height and Weight
    The height must be provided in the form of ft' in". Refer to this page in case of being unsure of height in feet. The weight must be provided in the form of "lbs." Refer to this page in case of being unsure of weight in pounds.

4.5. Race
    Tick the most applicable checkbox. Only one checkbox can be ticked, and no new options may be created.

4.6. Residence Address
    Include building number, street name, area, city area code, and state name. Providing 'Las Colinas', 'Downtown LS', 'Glen Park', and such as an answer is not valid, as they are districts and not street names. Apartment complexes are also not valid street names.

    (( This address and the correct format should be directly copied from the command /streetname in game. If the applicant owns a house, the entire address can be copied by utilizing the command /myhouse. If the applicant only rents a house, then /streetname should be used and the building number can be made up by the applicant. ))

    Examples of a valid residence address:
      1481 Market Street, Rodeo, Los Santos 802, San Andreas
      1512 Ferndale Avenue, East Los Santos, Los Santos 424, San Andreas
    The same rules apply when providing a business address.

4.7. Description of Weapons
    Only weapons listed in the Roster of Firearms Certified for Sale may be listed. An applicant is permitted to list up to 3 weapons. Any entries not listed in the aforementioned roster will result in denial. An applicant may remove additional fields if they will not use them. For example, if an applicant is only applying to purchase a single firearm, they may remove the other two fields.

    An unedited screenshot of /stats must be provided within the designated hyperlink. Only testers and admins may provide an edited screenshot.

    An unedited screenshot of /streetname must be provided within the designated hyperlink. This is to confirm that the street name actually exists in game.

(( 4.10. Declaration of Understanding ))
    Effort must be present within the answer, specifically detailing the rules and how the applicant understands them in their own words. A minimum of two lines is required. Copying and pasting can result in a ban.
